Robert Patterson, Undersecretary of War, holds a sign reading "Give to U.S.O. Fund," and Fiorello La Guardia, head of the Office of Civil Defense, holds a sign reading "Register for Home Defense." In 1941, as the threat of involvement in the world war loomed, the country remained divided on how to meet the challenge. "Keep the home fires burning" was a popular song during World War I.
