SUMMARY:Cartoon shows Uncle Sam as a weary shipbuilder mopping his brow. Behind him, a thug labeled "Saboteur" prepares to hit him with a sledge hammer. The caption is a variant on the popular phrase, "Eternal vigilance is the price of liberty." As the threat of the spread of the war in Europe loomed, the United States mounted a massive rearmament program. In May 1941, the FBI received reports that a wide-spread sabotage effort was planned for the Memorial Day weekend. Guards were increased at defense plants and shipyards, but the attacks never materialized.
