SUMMARY:Cartoon shows Vice President Henry Wallace ushering a protesting figure labeled "Smith Anti-Strike Bill" through a door labeled "Senate Committee on Education and Labor" into an icehouse. Two muffled figures, committee chairman Elbert Thomas and committee member Robert La Follette, look out through a window. A document labeled "Smith Amendments to Wagner Act," covered in icicles, can be seen through another window. In 1941, the issue of strikes hindering America''s rearmament program was viewed by many as a serious national defense problem. Congressman Howard W. Smith proposed modifications to the Wagner Act and finally sponsored an anti-strike bill that passed the House on December 3. When the bill reached the Senate, however, Wallace, a strong liberal, in his role as presiding officer, had the bill referred to the Senate labor committee. Berryman suggests that Thomas and La Follette will put the bill on ice. The next day, the Japanese bombed Pearl Harbor, completely altering the political situation.
