SUMMARY:World War II cartoon shows Office of War Information (OWI) head Elmer Davis squirting water on an incendiary bomb labeled "Another Statement on Rubber." Leon Henderson, head of the Office of Price Administration (OPA) and Secretary of the Interior Harold Ickes look on in astonishment. The newly-established OWI was given the job of coordinating public statements from the often contentious agencies of government. In July 1942, when Ickes criticized a statement of the OPA, saying they didn''t know their facts, Davis called in Leon Henderson and persuaded him not to issue a rejoinder.
