Landis, new head of the Office of Civilian Defense, rolling up his sleeves, directing two workmen to remove a pile of sports equipment including tennis rackets, bowling balls and pins, croquet mallets, and dancing shoes from the office. A paper reading "Presidential Order Streamlining O.C.D. for War" sits on his desk. The Office of Civilian Defense as originally established was directed to promote physical fitness as well as carrying out more traditional civil defense duties. When word began to leak out, however, that this included emphasis on sports such as bowling and table tennis and on recreational folk dancing, there was an uproar. In February 1942, the original director, Mayor Fiorello La Guardia of New York, resigned as did Eleanor Roosevelt who had been on the staff. Landis, the new head, abolished the Physical Fitness Division and focused on more fundamental matters such as air raid shelters, sand buckets and sirens. MEDIUM:1 drawing.
