La Guardia says, "Our sales tax in New York has been just as GOOD as I said it would be BAD when I opposed it in the House, and furthermore I''m against any tax on municipal bonds. Are you trying to ruin us?" Morgenthau responds, "Don''t pay any attention to these hide-bound reactionaries." Various proposals were made in 1942 as to how to increase taxes to support the war effort. Some congressmen supported a national sales tax, but Morgenthau opposed it as falling primarily on lower income people.
