Rayburn says, "My boys say it doesn''t belong on their doorstep." In 1942, Roosevelt, in an effort to equalize the burdens of the war, issued a regulation limiting salaries to $25,000 after taxes. Because of all the exemptions, it only affected salaries over $67,000 and did not apply to income from investments. It affected only an estimated 3000 people, but these included Hollywood stars and producers and the law was very unpopular.
