SUMMARY:World War II cartoon shows Office of War Mobilization head, James F. Byrnes, as a nursemaid surrounded by crying babies labeled "Wages," "Prices," and "Inflation." Meanwhile Senate Finance Committee Chairman Walter F. George and House Ways and Means Committee Chairman Robert Doughton try to hand him another screaming baby labeled "Pay-as-You-Go." The problems of managing the economy continued throughout the war, with controversial measures to control inflation, wages, and prices. Roosevelt finally appointed Byrnes to try to coordinate the efforts of all the economic agencies. In the spring of 1943, in an effort to improve the collection of taxes, Congress passed laws calling for the withholding of income taxes for wages and salaries in the year in which the money was earned. This plan, also known as "pay-as-you-go" provoked additional controversy.
