SUMMARY:Cartoon shows Israeli Prime Minister Golda Meir and Egyptian leader Anwar Sadat standing on either side of an enormous hour glass, each staring at the sand pouring into the bottom half. The top half, which is almost empty, is labeled "War of Nerves"; the bottom, which is almost full, is labeled "Negotiations." In 1972, Sadat decided to realign his country''s policies with the West and expelled Soviet military advisers. Meir took this opportunity to offer peace talks, but Sadat rejected the proposal, calling it propaganda. Still, a beginning had been made, and talks eventually began, culminating in the historic agreement between the two countries in 1978 at Camp David.
