SUMMARY:Editorial cartoon shows Roy Jenkins, Chancellor of the Exchequer, making a speech to the British House of Commons. Jenkins had a reputation as a tough financial minister, intent on pushing through those measures needed to balance the budget. On the ministers''s bench behind him, Prime Minister Harold Wilson tells Foreign Secretary Michael Stewart, "I can''t stand any more of this, I think I''ll go out and face the unions." A fourth minister, possibly Home Secretary James Callaghan, smiles sardonically. Behind them sit rows of frowning back benchers. In the spring of 1969, Wilson''s Labour government faced heavy criticism from its allies, the labour unions. British cartoonist Raymond Jackson drew under the signature "Jak" for the London Evening Standard and at one time was reported to be the highest paid cartoonist in Fleet Street.
