SUMMARY:Editorial cartoon shows Senator Ted Kennedy standing behind an apprehensive President Carter who is seated in a chair. Kennedy, wearing a "Ted in ''80" button and holding up his arms in a victory stance, says "Cheer up, Jimmy ... I''m behind you 1,000%!" In 1972, after Vice Presidential candicate Thomas Eagleton admitted having been hospitalized for mental problems, Democratic Presidential candidate George McGovern insisted that he backed Eagleton "1,000 percent," but withdrew his support three days later. In 1979, although Kennedy continued to assert that he backed the President, it became increasingly clear that he would run for president in 1980, himself.
