SUMMARY:Caricature shows a balding Henry Austin Bruce, Home Secretary under Prime Minister Gladstone, wearing mutton chops, standing deep in thought. The Ballot Act was designed to protect voters from bribery and coercion by permitting them a secret vote. Pellegrini was a popular portrait caricaturist in London, who signed his drawings Ape.
